استقبل رئيس مجلس محافظة كركوك المهندس محمد إبراهيم الحافظ، اليوم، سعادة السفير توماس ستيلر، رئيس بعثة الاتحاد الأوروبي في العراق، يرافقه السيد رادو بوتوم، رئيس مكتب الاتحاد الأوروبي في أربيل، والسيد فريدريك كامبمان، المستشار السياسي للبعثة، والسيد عبدالله فكرت.
وجرى اللقاء بحضور السادة أعضاء مجلس محافظة كركوك، حيث تم بحث عدد من الملفات المهمة التي تخص واقع المحافظة، وسبل تعزيز التعاون المشترك بين المجلس وبعثة الاتحاد الأوروبي.
وأكد رئيس المجلس في مستهل اللقاء أن كركوك تسعى إلى فتح آفاق أوسع للتعاون مع دول الاتحاد الأوروبي، خاصة في مجالات دعم الاستقرار والتنمية، وجلب الشركات الاستثمارية للعمل في المحافظة، لاسيما في المناطق الجنوبية والغربية التي تعاني من نقص الخدمات وتحتاج إلى دعم .
كما تم التطرق إلى ملف القرى المهدّمة، والبالغ عددها 138 قرية، حيث شدد رئيس المجلس على ضرورة تكثيف الجهود المحلية والدولية لإعادة إعمار تلك القرى، وتأمين الظروف المناسبة لعودة سكانها في أقرب وقت ممكن، ضمن خطة شاملة لإعادة الاستقرار وتعزيز التعايش السلمي.
وفي الجانب الأمني، أشار الحافظ إلى أن كركوك تشهد استقراراً أمنياً ملحوظاً بفضل جهود وتضحيات قواتنا الأمنية البطلة، الأمر الذي يسهم في توفير بيئة مناسبة للتنمية والاستثمار.
كما تناول اللقاء ملف الانتخابات البرلمانية المرتقبة، حيث أكد رئيس المجلس أهمية الحفاظ على الخطاب الوطني المعتدل، وضرورة الابتعاد عن الخطابات السياسية التي تثير النعرات الطائفية أو تسعى إلى تقسيم المجتمع، مشدداً على أن كركوك كانت ولا تزال مثالاً للتعددية والتعايش المشترك.
من جانبه، عبّر سعادة السفير توماس ستيلر عن سعادته بزيارة محافظة كركوك، مشيداً بجمالها وتنوعها الفريد، قائلاً: "الشيء الجميل في كركوك هو أن كل مكونات العراق، من مختلف القوميات والأديان، تعيش معاً في هذه المحافظة المهمة." وأضاف أن الاتحاد الأوروبي يولي اهتماماً كبيراً بدعم جهود الاستقرار والتنمية في كركوك، والعمل على تعزيز فرص الاستثمار والتعاون المشترك.
كما تم مناقشة ملف المفوضية العليا المستقلة للانتخابات وتدقيق سجل الناخبين، لضمان إجراء انتخابات نزيهة وشفافة تعبر عن إرادة مواطني المحافظة.
وفي ختام اللقاء، عبّر رئيس مجلس المحافظة عن شكره وامتنانه لسعادة السفير توماس ستيلر والوفد المرافق له على زيارتهم إلى كركوك، مؤكداً أن المجلس منفتح على كل أشكال التعاون التي تسهم في دعم استقرار المحافظة وتنميتها.

Today, the Head of the Kirkuk Provincial Council, Engineer Mohammed Ibrahim Al-Hafez, received His Excellency Ambassador Thomas Seiler, Head of the European Union Mission in Iraq, accompanied by Mr. Radu Botome, Head of the EU Office in Erbil, Mr. Frederik Kampmann, Political Advisor to the Mission, and Mr. Abdullah Fikrat.
The meeting was attended by members of the Kirkuk Provincial Council, where several key issues concerning the province were discussed, along with ways to enhance cooperation between the Council and the EU Mission.
At the outset of the meeting, the Council Head emphasized that Kirkuk seeks to expand cooperation with EU countries, especially in the areas of supporting stability and development, and attracting investment companies to operate in the province—particularly in the southern and western areas that suffer from a lack of services and are in need of support.
The issue of the destroyed villages—totaling 138—was also addressed. The Council Head stressed the need for intensified local and international efforts to reconstruct these villages and create the necessary conditions for the return of their residents as soon as possible, as part of a comprehensive plan to restore stability and promote peaceful coexistence.
On the security front, Al-Hafez noted that Kirkuk enjoys noticeable security stability thanks to the efforts and sacrifices of our heroic security forces, which contributes to creating a suitable environment for development and investment.
The meeting also discussed the upcoming parliamentary elections. The Council Head affirmed the importance of maintaining a moderate national discourse and avoiding political rhetoric that incites sectarianism or seeks to divide society, stressing that Kirkuk has always been a model of diversity and coexistence.
For his part, Ambassador Thomas Seiler expressed his pleasure in visiting Kirkuk, praising its beauty and unique diversity. He said, “The beautiful thing about Kirkuk is that all components of Iraq—of various ethnicities and religions—live together in this important province.” He added that the European Union places great importance on supporting efforts to stabilize and develop Kirkuk, and on working to enhance investment opportunities and joint cooperation.
The discussion also covered the Independent High Electoral Commission and the auditing of the voter registry to ensure fair and transparent elections that reflect the will of the province’s citizens.
At the conclusion of the meeting, the Head of the Provincial Council expressed his gratitude and appreciation to Ambassador Thomas Seiler and his accompanying delegation for their visit to Kirkuk, affirming that the Council is open to all forms of cooperation that contribute to the province’s stability and development.
